Nature reserves are specially designated territories of special economic or cultural value. Their natural resources are used only for scientific research in the practical interests of the national economy.

But often the few guards of nature reserves do not ensure the protection of the territory. Illegal hunting, deforestation, and cattle grazing constantly violate the nature reserve over large areas.

Such violations occur from year to year in the Tigrovaya Balka Nature Reserve, located in the Academy of Sciences of the Tajik SSR.

This farm occupies the left-bank part of the floodplain of the Vakhsh River in its lower reaches and part of the sandy-clay desert. Tugai woody and shrubby vegetation within the floodplain alternates with meadows, and these meadows, according to some leaders of the Panj district of the Tajik SSR, are much better used not for breeding and studying rare representatives of the fauna — Bukhara deer, but for cattle.

It should be said that the natural food supply in the republic is generally used very poorly. Huge areas of meadows and steppes in the foothill and mountainous regions of the republic are completely unused. Pasture and haymaking lands are almost untouched by humans at a distance of 80-100 km from the Panj district center. But the reserve is twice as close, which means it's more convenient to manage there. Currently, an entire cattle farm of the collective farm is located within the floodplain of the reserve. Lenin, and in the deserted part, four flocks of sheep of the Khrushchev collective farm graze. In addition, machine haymaking is carried out by four collective farms in all parts of the reserve every summer.

Not to mention the fact that the removal of large amounts of grass greatly reduces the forage base of wild ungulates, the harvesting of hay itself is accompanied by additional violations of the regime. Collective farms, believing that the haymaking lands belong to them, do not pay attention to the timing of haymaking. Under normal operation, the entire harvesting and hauling of hay could be carried out in two to three weeks, but in fact, mowing begins in May and lasts until August, and hay hauling stretches until November. During these months, the territory of the reserve turns into a courtyard. It is absolutely impossible to keep track of the observance of the regime by all workers, and fires periodically occur in the reserve, and the culprits are always people from the haymaking brigades. So, in 1956, a fire destroyed several hundred hectares of tree plantations. In addition to fires, woody vegetation is specially uprooted by hay harvesters to expand meadow areas.

The situation with animal welfare is no better. Shots are often fired during navigation in the reserve. These are the crews of steamboats passing through the Vakhsh, having fun shooting along the shores.

Poachers arriving by car are sometimes detained by guards and cases are referred to district courts, but not a single case has yet been dealt with, even in cases where there was quite convincing physical evidence.

The heads of a number of republican organizations consider the reserve as a kind of hunting farm. Sometimes deer hunting takes place here.

The reserve occupies a small area of 8000 hectares. To the north of the reserve, almost all the way to Jilikul, the entire floodplain of the Vakhsh is occupied by the "Pristanskaya forest cottage" with an area of several tens of thousands of hectares. There are also a significant number of deer in the forest cottage. Although deer hunting is now generally prohibited, but if you allocate a hunting ground in the lower reaches of the Vakhsh, then, of course, it had to be arranged within the "Pristanskaya forest cottage", and livestock farms could also be transferred there.

And such facts are not unique. For example, the Repetek sandy-desert reserve in Turkmenistan has been preserved to some extent to this day only because most of it fell into the five-kilometer protective zone along the Ashgabat railway. Railway detourers had the right to fine violators for cutting down the saxaul, which ensured the safety of the saxaul thickets, but cases against poachers for the entire existence of the reserve (since 1928) have never been dealt with by the courts.

As for minor violations (losses and logging), the protection of nature reserves should use all the rights granted to it to combat violators.
